The easy way is to establish an oppressive government that defines every aspect of our lives. The trouble with that is that it doesn't work. The 1917 experiment establishing the Soviet Union is the best modern example. It would be far better to have less central government and more local. That way, if the population wanted parks instead of schools, for example, there would be no federal government taxes or grants to consider. Local government could simply collect and spend at home so to speak. Communities that were dysfunctional could simply go back to nature.
