To answer your question LARS: Any nation that see's itself as the superpower and police of the world, obviously see's the rest of the world as inferior, perhaps even uncivilized, so yes Rome was civilization in the concept of the word.
 
Yeah. They went into a decadent phase before the end, where the upper classes were lazy, spoiled rotten, and totally materialistic. They no longer produced anything but lived off the work of other countries they had taken over.

Sound familiar?
 
i think we are entering a new era that is the end of the world we know, but it may well be a much better world.
 
Nope, nowhere near the confusion and instability existing now as did when the Western half of the Roman empire fell.
