Is it okay to use other people's photos on facebook?

Here's the background to my question: I built a website about someone who used to be famous in the past. Part of my site includes a photo gallery (a combination of my own photos taken with my camera, and ones I found through image results on Google that are not subject to copyright).

Now someone who is not on my facebook friend list tagged my friend in a photo that shows this famous person that my site's about, and when I clicked on the photo to see a larger view I was taken to the album that this photo is posted in and I was able to see all the other photos (of the celeb) in the album that my friend isn't tagged in. Clearly, my friend's friend didn't set the photo album's privacy settings to be viewable by friends only.

My question is: if someone who is not on your friend list doesn't set their photo album privacy to (friends only) should I assume that it's okay with them if others chose to save the images and posted them elsewhere? I personally feel it's unethical, but I would still like to know what you guys think. By the way, I tried to contact that person by sending her a private message to see if she would mind me using the photos on my site, but she never replied, so I don't know what to make of this (Did she read the message at all or maybe she did but has decided to ignore me) lol.
