Is it okay to send emails to local businesses offering your services?

I have a cleaning service and am trying to branch out and clean more offices. I have tried to drop off cards, advertise in the paper and on my website. Now I am wondering if it is acceptable to email local businesses directly to offer services. A master list of emails would be fairly easy to compile and I would be able to reach EVERY business with an email.
 
well, many people do that... hence people delete them as spam mail, people always send advertisements via email and it has never been marked off as illegal/wrong etc, but rather annoying..
