is it okay to go over the RMS of my subs with an amp?

i am wanting 2 twelve inch kenwood subs with a 400 watt RMS each. do i get an amp with 800 watts RMS or 400? and can i go a little higher or lower with the wattage of the amp? for example would this amp work for the two 4 ohm kenwoods and still hit hard?
