um...not really, because some fish have diseases and they could spread it around to other fish and to other animals. and its really gross to have animals drink out of the fish bowl
no, not healthy, the fish poops and pee in that water and probably throw up too. Make sure ya pets got a water bowl of their own, keep clean cool fresh water in it. plus ya pets germy mouth could make the fish sick one day too, vise versa
no,there are all kinds of germs and such from the fish,food,waste ETC...
keep a lid on it and if you have to tape it down so the top doesn't come off except for the small opening for feeding.

dose not sound right and yes it could harm your your pet maybe. Make sure they don't drink from it anymore and take your pets to the vet or call the vet and see if it is hazards to their health.
If you don't put any type of chemical treatment, it should be okay. It's kind of like drinking from a lake. However, it's best for them not to, just in case the tank isn't cleaned often enough or if one of the fish becomes sick or diseased. You should get a lid for it.
I don't think it will do anything to your dog/cat, but I'd be more concerned about your fish. They can be so sensitive to changes in their water. I don't know if the mouth germs from a dog or cat can cause harm, but I'd rather not see what happens
