Is it ok to "force" my son to eat?

I didn't know how else to word that, but my one year old NEVER wants to eat. He will drink water and milk and juice all day. He has learned to pant when he wants something to drink, he picks up a sippy and gives it to me or daddy and whines. He drinks ALL day, and sometimes we can get him to eat a little something if he is hungry enough, but he has started to just spit it out, and its food he likes. Last night we had macaroni and green beans. And he had crackers. he would eat the crackers but if we handed him a green bean or macaroni he would put it down or spit it out. I pick him up and said 1, 2, 3, trying to get him excited and then put it in his mouth and shut his mouth. he smiled and chewed and swallowed. I did this for the rest of his food. Then i thought he was getting used to it so i just put it in his mouth again. and he opened his mouth wide and dropped it out. He has a tongue tie, and we think this might be the issue. Should i make him shakes with vegetables and fruit, and or dairy? or should i continue to force feed him? or both? any ideas?
When he was 4 months old he started on baby cereal because he was so chubby. Then at 6 months he was on solids. He has been on table foods since 9 months. This has just recently become an issue and im not sure why, but i dont think he is just being picky because he often gags on his food.
He hardly ever has juice. his grandparents give it to him, besides the milk he gets with meals, 3 times a day. the rest of the time he has water.
