I am just wondering how high to fill the tank i havent got the plastic which i can cover the top of the tank with my new tank so when the air flow is on which makes bubbles it makes the surface of the water splash alittle onto the light .Is this safe

It may be safe for the fish but it can be dangerous for you if you touch the light.I would say go and buy the plastic cover or lower the water level just in case. Some lamps can get very hot and when something cold contacts them explode. You never know

my hood has plastic covering the lights almost completely and it still gets water splashed onto it nothing has happened as of yet and ive had this set up for over a month with no problems so im guessing that the hood was made specifically to prevent anything from possibly happening as far as the light getting wet and harming the fish

Submerging the unit in water certainly isn't recommended (unless it's waterproof) and in the EU it is a requirement that all fluorescent and incandescent fittings come with IP67 waterproof lamp holders.
