Is it normal for toddlers to whine while they're sleeping?

My 22 month old has been whining in his sleep a lot, he doesn't wake up he just complains a lot, is there anything we can do? I try to cover him to see if he's cold or uncover him if he's hot but eventually he starts complaining again all while sleeping
 
My 14.5 month old daughter does that. I think she does it when she turns over, dreams, etc. It wakes me up a few times during the night, via the monitor. If I then get up to go to the bathroom, I'll check on her. Usually, when it happens a second or third time together I know to get up. It doesn't really worry me as I know my husband and I make noises when we sleep as well. It's just annoying when it wakes me up and I can't go back to sleep right away.
