is it normal for my 8 week old puppy to whine while he eats dry food?

we have 3 other dogs and all we can afford is the dry dog food that they eat. but our puppy seems to cry every time he eats it. could it be hurting his teeth? and if that's not the case why would he cry?
 
have you heard new born/very young babies crying and eating?
same with puppies.
Umm it is very important that you get your puppy onto puppy dry food.
Put some warm water to soften the biscuits..not too much just a little
and make sure he always has plenty drinking water available
 
I've been in your position!

If you can't get puppy food, try soaking the food in warm water then feeding it to him - it will help him chew and swallow it. And I don't think it's abnormal - our boxer-mastiff (when he was little and still a puppy) would get so excited about food that he would start growling, barking, and whining while eating. He stopped when he got older, but it was just a normal feeding time thing for him :-)
