Is it legal to use a flashlight for a bicycle light?

The only disadvantage that I can think of is a way to mount it. I have a small Bell bicycle light that I use to get through tunnels on rail trails. It has a mount for the handle bar but I just hand hold it for the amout of tome it takes to go through a tunnel. Check with your states department of transportation they will state the rules of cycling at night.
 
As to legal or not, check with your local laws. They change from state to state, That said, many old bike lights were nothing more than a mounted flashlight.

Flashlights are cheap, and there's the rub. Mounting is almost always a very mixed affair, heavy, and the patterns less than ideal. There are some very good reasons why bicycle lights aren't cheap.

The great things about this light are the high quality, made in USA, and the trade in policy the company has (so if you want to upgrade at a later date you don't lose your shirt). Add the fact that you can use rechargeable AA cells and the battery holder can be bought at Radio Shack and you've got a winner. You can even check some YouTube footage of the lights in action.

No reason for it to be illegal.

The disadvantage of a flashlight would be way too narrow a light beam...not wide enough to see much of the road in front of you. The only advantage to using a flashlight as opposed to NO light at all is at least you'd be visible to on-coming traffic.
