Is it legal to keep large wildfowl in your garden on a housing estate?

My next door neighbour has 3 large fowl (one died recently from a heart attack). We get on very well with them but today our cat took a lot of feathers out of their chicken whilst it was sunbathing in the border of their garden. I am happy to agree that chickens morning and cats pm but i am afraid that the cat came before the chicken. I have been asked to "try" and keep my cat in our garden which i think is an impossible task. I love animals and don't want my cat to kill but i also have to allow him the right to freedom. I can arrange an amicable agreement that i keep him in at certain times of the day (when chickens are out). If it gets nasty as i feel it may, can i complain that a housing estate that offers a maybe 30' by 30' garden with a 6' by 4' coup may not be the correct environment for the chickens having cats that live next door. The legal side is very important to me.
 
Most likely "stock" animals aren't allowed in the city or residential area!
