Is it legal to charge me for basic cleaning and painting after leaving my apartment?

Hi, I recently moved out of my apartment and did an inspection with my landlord of the unit today. He told me that everything was fine and gave me a letter proving that, but even tho everything is okay with the unit, the leasing company will still charge me for general cleaning and painting of the apartment. Is this legal?? Does anyone have any links to any real estate law websites that talk about this?

And if it matters, I didn't break my lease when moving, it expired months ago.
