Is it legal to buy a car from europe and bring it to the U.S.?

I'm talking about cars only manufactured in Europe. The VW Polo gets about 70 mpg, the VW lupo gets closer to 90+ mpg. Both are only manufactured in Europe. Is it legal to buy one there and import it here? (i suppose the costs would make it not worth it even if it was, but just curious)
