...without my permission? i came home from work to find my neighbor having MY property surveyed. ...not just on the adjoining side, but all boundaries. Is this legal?

Yep, that's how it's done... they do the boundaries, and yours is one of them. They have to measure to the next point down to set the corners.

Yes it is, that's just how surveys are done especially if you are in the middle of a block of lots.

Yes, if it is incident work needed to perform the survey he contracted for. You do not "own" your property boundaries. They are a matter of public record. Land surveyors have a limited legal right of trespass in order to perform their legitimate function.

Survey information is public domain. As long as the surveyor doesn't trample on your property and damage your property, it would seem to be quite legal. Nothing says you have to make it EASY for them but you would probably be in trouble if you tried to hinder it somehow.
