Is it legal for a state/county to sell my information to lawyers after a traffic ticket?

Traffic offenses are public records and the ambulance chasers always have a ton of paralegals scouring the records daily and then they bombard you with offers. I used to live in Raleigh, NC.
I do believe it's legal.
 
I received a speeding ticket in NC 2 days ago. Today, I received 9 solicitations from law offices offering legal counsel for my infraction. I looked up the Driver's Privacy Protection Act, but I don't know if it applies or if it applies in NC. Please help!
I didn't realize that it's public information...nothing ever happened when I got a ticket in NY though...
Does each state define what records are public? Or does NY just have restrictions on this kind of solicitation?
 
I doubt they SOLD it to them. More than likely these companies monitor some public database and got you off of there. But, that's what happens when you break the law....you lose some rights.
