Seem to me that Obama is paying back the Unions for GM
Correct, but it is still a benefit and has a monetary value. There are many other union benfits that cost companies a fortune.

Considering that the taxes on health benefits will have to be paid by those belonging to other-than-union dues paying membership organizations who offer health insurance benefits, no.

Union benefits aren't taxable because you don't WORK for the union, you pay dues and get benefits as a result.
