Is it illegal to throw tree debris (leaves, Branches) in the garden where tree is.?

You may prune all the trees and bushes which lean over your property but you have to retain and remove all the debris yourself. Also if the trees and bushes are blocking your natural light you can apply to the council for your neighbour to have them reduced to a reasonable size.

Our neighbor refuses to cooperate with the management of the tree overhanging my garden regarding pruning etc. as well as the debris we are always in the shade. hence my question. Thanks
 
It can be dangerous to prune High branches unaided - so be careful

Why not save cut branches for a Halloween Bonfire throw a party

Be sensible and don't hack too much off the tree -
After all a lopsided tree will spoil the view
