Is it illegal to pass a school bus on right with red lights flashing but not...

...stopped at railroad crossing? I was just recently driving, on an inside lane when the school bus came to an abrupt stop putting on yellow, then red flasing lights for a railroad crossing. He did not come to a complete stop, I then went around him to avoid slamming on my brakes. There were no children on board and school is not in session, can i get a ticket for this??? Please respond....
 
There's a huge sign on the back of ALL school buses that clearly states: THIS VEHICLE STOPS AT RR CROSSINGS. By reading that sign and keeping a safe distance from the bus, you could have avoided that situation. Generally, when the stop signs, located on either sides of the bus, are flashing, you must come to a complete stop, whether you are following the bus or are in the opposite lane. Unless there's a median b/w you and the school bus. Refer to the Driving Lesson Book of your state for more info.
 
I thought it was illegal to pass on the right all together...or maybe that's the left, but you might have different laws than here. You'd have to specify the state...

Regardless whether there were children on the bus or not...well one...you can't know that 100% sure...if it's illegal it's still illegal.

And once I was almost hit by a car because of someone passing a bus because they didn't want to stop thank you. I'm sure they thought I wasn't on there.
I believe that bus drivers stop at rail road tracks to listen for trains.
