Is it illegal to paint your side of your neighbors privacy fence?

Yes.

It's on their property and is owned by them. You could no more paint their fence then they could come over and paint your house.
 
It really depends who's property the fence is on. If it is on your property then it is not illegal. The best way to determine this is to determine where you property ends and where theirs begin. If your neighbors fence is annoying you then put your own fence up to block theirs out. Make sure yours is higher than your neighbors....
 
Since it belongs to your neighbors, I would say no. But there is no harm in being cordial to your neighbor................and ask him IF he minds IF you paint your side of the fence. You just might be surprised that he would agree.
