is it illegal to not include all of your past employment history on a job application?

I have had a rough 5 years and I have job hopped due to moving a lot and a family crisis. I am 22 years old and am in desperate need of a job. I have excellent character references and a couple great ex-manager references. So basically I need to know if i can pick and choose who i put on an application.I live in southwest florida if that makes any difference.
