Is it illegal to manually snap photos of known shoplifters to post in the backoffice?

We have crappy WIDE angle cams that give no detail as far as face recognition. Today, 3 groups of girls who are known to frequent our store came in and wasted about an hour of my time watching them. It got to the point where I was talking loud enough saying things like "just steal it already or leave!" I did catch one of the them, but just let them go. We don't really prosecute, which pisses me off. At least if they come back after a long period has passed, we will recognize them immediately cuz i'll make a "most wanted" sign and post their pics in our backoffice. Thanks!
 
Shoplifters you've caught yourself in the store you're working, no. But known shoplifters who have NOT YET committed an offense in your store, yes.

I was an L.P.O. myself and in Canada that was the law. In the States, check with your State's legal code.
 
It is ok to take pictures of people in public because there is no expectation of privacy.

I'd check with the local law enforcement office to be sure.
