at my school there is going to be a debate for the following question: Does God exist? People said that its not right for the school to have a debate about this question.

Students council at your school should stop this debate. People who is following a particular religion or spiritual path which advocates in the existance of GOD and people following religion which does not belive in the existance of GOD will bitterly divide. Anomosity will be permanant. Either help prevent this is kind of silly debates or stay away. Peace, love, friendship and mutual respect is more important in your school. To my knowledge this kind of debate is illegal.

It is legal as long as the school and faculty do not adopt a position.
Individuals can. A teacher can argue either side... it just can't be the position of the school.
Any position on any subject can be debated without violating the law.
Religion, child abuse, gay marriage, death penalty, abortion etc...
And a religious arguement can legally be made.
