Is it illegal for a TV station to cut off the end credits of a show?

My local FOX and CBS affiliates cut off the end credits of a show so they can add an extra commercial or two before the next program starts, even on programs where the credits run while the show is still going on. Is this even legal?

[This only happens with the programs that are in syndication, not the prime time shows.]
 
Go to the bathroom, fill the tub up and sit in it. Take a toaster that is plugged into an electrical outlet, and drop it in the water. The answers will be revealed to you
