Is it harder to get into University coming from high school or college?

I just started college and I'll put it bluntly: I hate my program. It is not what I expected and I am really upset.
I talked to a counsellor and decided I really just want to go to University instead of college, so I can earn my degree.
To do this I have to stay at college for a year and take a General Arts course, then apply with the marks from that..

My question is, do Universities go easier on accepting high school students or college students? I would think college students since we already have some forms of post secondary education , but my friend told me they are very hard on accepting college students and have such high expectations.

Anyone know? I don't want to waste a year of college doing General Arts if it's going to be ridiculously hard to get accepted into a University next year...
