Anything and everything that happens is God;s will. If it weren't God's will, it would not happen. Simple.

No it's free will to drive recklessly and the one driving recklessly gets pulled over for disobeying the law. Self-induced .

Probably a combination of the two. The speeder had free will to speed and the officer had free will to write the ticket.

It may have been God's will for the speeder to get caught, thus saving his own life and probably the life of someone else. Who knows what could have happened to anyone, had the speeder not been pulled over.God could have plans for the speeder, others that were not injured as a result of a speeding accident and the Cop who wrote the ticket.
