Is it fair that my mother won't let me dye my hair?

Okay, I have naturally dirty blonde hair.
And, I hate it. It's so weird, I've never seen a color like it before, it's nothing like the other "dirty blondes". And, I'm all for being different, but I hate the color. I'm not going to keep a color that I hate, that's just stupid.
So, my mother let me dye my hair red with temporary dye. It lasts for about three months. I told her I wanted to keep it that way and she said that that was fine, but she doesn't want me to use permanent dye because she's bent on me "damaging my hair at a young age". So, we continued to dye it that same red color about three or four times.
Then I told her that I wanted it black. She told me they don't make temporary black dye. I assured her that they do, I had seen it in the store. Then she said that that was fine.
About half a month later, (now) I brought it up again and she said that I'm not allowed to dye my hair.
What the heck?!
I asked, "Why?" and she told me the same, "I don't want you to damage your hair at a young age. You're thirteen...etc. etc."
My dad agreed with me. Actually, his exact words were, "It's her hair. And, I think black hair is cool. Let her dye it."
She told him he knew nothing about hair because he's a man. XD (A little sexist, but funny nonetheless.)
Still... I don't think it's fair. I mean, I know that I'm only 13, and yeah, I know, I probably shouldn't be dying my hair, but who cares? It's my life anyway.
Do you think it's fair?
My mom said they don't make black temporary hair dye. No. I don't think my mom knows best. XD
