is it ethical and legal to use your business email to answer Homeowners...

Why would anyone object to that? Many people use work email for personal use, it's entirely legal, and any ethical considerations are between the employer and employee. Many companies allow limited use of work email for personal correspondence.
 
That is entirely up to the company she works for. If they allow personal use of business computers and email accounts, then it is just fine. If they don't, then the only thing she has violated is company policy.
 
...Association questions between director? We Have a board member who works for a Fortune 500 Company who insists on using their work e-mail to answer Homeowners board questions and comments. I Need some direction on this as I am the board president and she insists on doing this. (which also has some of the board members not too happy with what she is doing)

ethical. well being super strict, no.. business email SHOULD be for business only... but it rarely is. it would be nice to get a free gmail account just for correspondence, esp. if she gets a lot of homeowners related email..

but in reality there is nothing wrong with it, and i'm not really sure why everyone is upset? the only one who might have an issue with it is her employment, and not the homeowners.. she probably feels that this is the quickest way to get in touch with her, and emails to any other account would go unanswered or take days and days to get to. (most people constantly check their company email)
