Depends on the situation. If it's just a compliment and you say it as that and is received like that, then it's very okay, if not.. it could backfire.. you have to be cool and not attached or "wimpy" when you say it, too (that should go without saying). But usually it backfires so I'd stick to a normal conversation. You can make compliments like that later on. Or you could, if you're very inclined into complimenting her, going into specifics, like saying: "That blouse / dress fits you so well.. or is it the other way around? You fit it so well and give it such a nice color / shape". Be flirty, enjoy, have fun and make her have fun and enjoy her time with you. Good luck!
 
It's only creepy when the guy doing the telling is significantly older. I'm a college girl and I get hit on by middle aged men all the time, and that's creepy.
 
I think it depends on the girl. Cause for some they could be humble enough to accept that as a nice compliment and say thank you. While some other chicks might try and fish for more compliments. Like say "What in particular is beautiful about me? Do you really love my eyes? How about my legs? And on and on and on. So have to be careful with saying things like that based off the physical right off. As even some chicks will take that one compliment so to heart that if you do wind up dating. She might do the whole "Am I as beautiful as the day we first met?" Then obssess over trying to look that good all the time. Which could be a fluke of lighting or a really nice dress or something. So best to check out how beautiful she is on the inside and not just on the out.
 
you could just compliment her on something neutral but specific such as a her eyes or her smile and quickly move onto some random topic of conversation, but you need to think fast.
