is it considered tracing when you trace an outline of a character?

i have been drawing for years. i mostly draw from memory..in recent times i have usually take a picture of any person, do a basic outline sketch of the character posing, and then on my own fill in my own details.
is this considered cheating or tracing?keep in mind the 'tracing' takes less than minute to do...just an outline.
