is it by law that you don't have to purchase anything to enter a contest?

My business teacher told me i can go to tim hortons and ask for a cup to enter the "roll up the rim to win contest" without actually buying the drink, because anyone is legible to enter a contest.
 
Generally speaking pretty much any kind of contest like that will give you some way to gain entry for free. Because if you are required to make a purchase in order to win it is effectively gambling.

Here are the official rules of the contest. Under section 2 you will see an address where you can write to and get a free entry. So by law they could refuse to give you a free cup in the store, since they have provided a legitimate legal method of obtaining a free entry into the contest.

It all depends whether a worker in a coffee shop feels like getting into an argument with you or not.

Of course you could just go and buy a cup of coffee and not be so cheap :)
 
Yes, in most states (and Canadian provinces) it is illegal to require anyone to "pay" to enter a lottery like that (a game of chance), mostly because the states have reserved for themselves the easy take from lottery sales. If they charge you ANYTHING to enter, it is an illegal lottery.

There are some minor exceptions for non-profit organizations. There is a big exception for games of "skill", "knowledge" or "strength", such as the ring-toss at a carnival. Some contests use this exception to get around the rule against no entery fees by, for example, asking a question that nearly anyone would know the answer to, and charging money for a chance to win the big prize, if you "know" the correct answer.
