is it better to send dispute letters by regular mail or certified with a signature?

I have done research and see that some feel it is best to send through regular mail while others feel that dispute letters should be send certified, while others certified with the addition of a signature. I want to be sure I am correct and do not waste valuable time. Any advice is appreciated!
