Is it better to buy a used car with all the "bells & whistles" or a new car that is factory basic..but low $?

I am on a limited budget.. I am buying a new or used car due to necessity, my current car is nickel and diming me, so it's time to move on.. However, I do not have any money to use as a down. I want to use my car as a trade in, but with it's problems, I will have to disclose this, making the value of my car, go down further than it has already. So, do I go for a new relatively cheap car that has basic features, or buy a used car, that has pwr windows, etc...
I can manage about $17000 MAX on total, out the door purchase of a auto, plus tax, license fee . included...
