Is it against the law to keep a horse tied to a tree on a rope instead of in a fence.?

Is it against the law in Georgia to keep a horse tied to a tree on a rope instead of in a fence. Someone down the road has a horse tied up to a tree with a long rope. Not in fenced in land.
These people have also been known to keep goats on a rope then eat them at a cook out. I am concerned the horse will hurt or kill it's self if he tires to get free from the rope. He or she could also get free from the rope and out in the road.
