Is Ireland that great?

I was looking at the Quality of Life Index, and Ireland is #1. I was surprised at this, seeing as how everyone is always saying Ireland's government is corrupt and the people there are in a bad economy. I was expecting some Scandinavian country to be there. Can anyone from Ireland explain what it's like to me?
 
what ? who says their govt is corrupt ??


Ireland is a good example of a fairly captalist based society.
 
Ireland rode the tech boom of the 90s into the 2000s. Had good economic development scheme. Good socialized medical and health system developed. Having issues now with debt, along with the Portugal, Greece, and Spain. Never heard about corruption.

As you see from Wikipedia, Ireland is perceived as being less corrupt than USA/UK.
