Is he over his ex if he writes on her fb and reminisces about the past?

I know this guy. His gf cheated on him. He stayed friends with her afterward. When he's in a relationship, he stops talking to his ex but when he's not, he talks to her again, remembering the stuff they did in the past, cheers her up, asks her to help with his work? Is he over her?
He remininsces like, "Oh remember that song we heard or remember that game we played, you sucked, i wont forget that time, it was the funniest"
 
if he cant break it off for good, then no, he is not over her but he is not in love with her. he is trying to smoothly make the transition from ex to friend.
