Is Harry Shearer under-rated?

Would anyone agree with the statement that Harry Shearer is under-appreciated when it comes to his voice work on The Simpsons?

I know he has been the most vocal member of the cast about the shows decline over the last 10 years or so and I don't think he has ever done a DVD commentary (correct me if i'm wrong here?).

Once again this year, he has been snubbed by the Emmys. He was nominated but for some reason Dan Castellaneta won for the fourth time in a performance as Homer.

I could listen to Shearer perform Mr Burns for hours on end. He is an amazing actor and a truly brilliant vocal artist... yet I believe he never gets the recognition he deserves. Not that a gold statue means much, it's merely an observation.

This is just a shot in the dark, as I haven't watched the show in years, but I think part of the reason why Harry Shearer is so frequently overlooked is because he doesn't voice any members of the titular family.

Dan Castellaneta voices Homer, who is basically the star of the show. Shearer is a great talent who voices several characters, but he's not anybody within the main household. The 5 family members are the media darlings whom people generally glom onto the most, so naturally their voice actors are going to get more play than the others.

I much prefer the voice of Burns to Homer... especially in later seasons, so going by personal opinion i'd give him the award. But i guess the stars of the show always get it.
