On a NY times web video on the leap second it says that the leap second is due to changing speeds in the earths orbit and rotation. It also says that if there is more snow on the mountains it will go slower (add a second) and when there is lots of melting it spins faster (subtracting a second). Is this a definitive account to if the oceans are rising and ice melting?
