If auto builders were able to use ocean water to power engines, there would be no way that could be regulated. The earth recycles water continuously and the supply would be endless.
My point is the government would only attempt to supply the public with things that they could tax and regulate. So, finding alternative options would only be pushed if it could be taxed.
What are your thoughts?
