Is federal spending on education constitutional?

I cannot find the word "education" in the US Constitution. It's not in the Enumerated Powers of Article 1, therefore doesn't that make education spending exclusive to each state via the 10th Amendment?
 
The preamble says the purpose of the federal government is, among other things, to "promote the general welfare" of the people. Education is part of the general welfare.
 
No, neither is federal taxing on education to blackmail states into agreeing to restrictions erroding state powers under the Constitution.
