Is everyone is a financial crunch because VA hasn't sent money for BAH or book stipend?

I have served the country and get treated like this. Also I think anyone who was honorable discharge, no matter what the reason is should get the full amount. No one should get a %. Everyone has something to come up and they have to take care of. I had to get out cause son was about to die. He is 5 and in good health now. So I only get 60%
