Is everybody a victim of their conditioning (DNA, environment)?

are are their any other factors, aside from DNA and a persons environment that will influence their decisions?
If so:
if you take them into consideration, can a person be held responsible provided that from the moment they are born they are influenced by factors beyond their control?
