Is embedded JavaScript covered by a license granting perpetual use of HTML code?

A client is interested in having us take over their website, however, they have this clause in their existing contract:

Upon final payment for the work rendered PROVIDER extends to the CLIENT a perpetual use license for the resulting HTML/XHTML code without any requirement of further consideration unless specified in the contract.

There is a form that depends heavily on JavaScript, would the JavaScript embedded in HTML be covered by this grant of use? External JavaScript files are probably a grey area.
