is downloading off the internet considered theft for law enforcement purposes?

I'm very interested in becoming a police officer but it has come to my attention they ask questions about theft (at least some departments do) during the early stages of applying. As with most college kids my age I've downloaded a lot of music and movies off of the internet. I never really considered it stealing until recently and have, for the most part, stopped downloading and started buying. I don't intend to try to hide this when asked but is it a big issue?
 
If the owner offers it for download, its legit. If you downloaded copyright material from crack or sharing sites, it is software or music piracy....the makers get nothing for your use of their product.
As you say most kids do it some time or another; the easy availability and widespread advertising of the sites makes it seem legit (tho Limewire at least does give you a warning about it). You can't really claim you never knew. It won't be a huge issue. If you ever downloaded kiddie porn that would be different; adult porn they wouldn't mind but probably won;t ask.
