Is cooking food with breast milk and serving it to others considered okay or...

...is it a "bio-hazard"? The wife sometimes cooks using some of her pumped breast milk for fun, I just don't feel comfortable when others besides our own family eat this.

Um, I wouldn't recommend this. The baby is the only one who should be consuming that.
 
It can't be a bio-hazard,,,,when I was very, very young I used to consume lots of it and I turned out almost kinda ok.
 
I understand cheese made from human milk is popular somewhere in the world, i don't remember where. you can probably google for a recipe.

Women nurse the babies of other women normally in many cultures.
