Is catching a level 20 haunter stronger than catching a level 22 ghastly and

evolving it? I was just training my gengar in the pokemon tower and a level 20 haunter appeared. I was sort of confused when a level 20 haunter appeared. I know, ghastly evolves at level 27, so I caught the haunter because I thought it was sort of odd. Is it worth training that haunter (will evolve it to gengar asap) opposed to my gengar that I originally caught and evolved from a level 22 ghastly?

level 31 gengar- stats
hp: 90
attack: 50
defense: 54
speed: 80
special: 97
