Is calling someone weird an insult to them?

The other night after a female friend of my boyfriends left from hanging out, I made a comment that she was weird. Actually my exact phrase was "she's cool, but weird". And he freaked out on me about it. It sparked an argument as he defended her.
Is saying someone is weird insulting to that person? I didn't mean it to be.
 
Everyone is different. Maybe to your boyfriend, weird is an insult. Maybe not to the actual girl. To me, that's a compliment.
 
The thing is, "weird" is a really vague description. Based on experience, most people take it as an insult because it gives an effect of someone being different and ridiculing them. There are many different interpretations of the word and it varies from person to person. People could take it the wrong way depending on the way you say it. So make sure that you explain exactly what you mean next time you use the word "weird" to describe a person so that you don't hurt any feelings :)
