One must receive the sacrament of Holy Orders to have the real present of Christ in the Holy Eucharist. You must be a Catholic priest.
 
Yes and no. A priest is necessary for the process of transubstantiation, through which Christ changes the bread and wine into His own Body and Blood, but if this Eucharist is held in reserve, an ordained deacon can preside and administer Holy Communion.

Most parishes have a parish council or parish board, with a lay person serving as president - at least they do where I live -- so I don't understand the rest of your question.
