Is a palm treo still considered a Smart Phone?

If I currently have a Samsung Impression (non smart phone) with ATT and I purchase a used Palm treo will I be able to put my sim card in and will the palm treo work. I called ATT and they said if its a smart phone you will have to pay 15 more dollars for the phone to work. They also said since the Palm Treo is an older phone and they did not have the data/smart phone plan at the time, my sim card might work. Does anyone know for sure. The samsung impression is such a piece of crap and its not working again. It currently has internet/text etc on the plan and I just want to take my sim card out and put it in the Palm Treo but I don't want to pay more money for something that I currently have (meaning internet) ATT said that I would have to pay the $15.00 just to make the phone work at all, my thought was just the internet might not work but I could still text and make calls etc. Any help will be appreciated, Thanks
