Is a Cigarette lighter the same thing as a 12V adapter? ?

I have a 1993 Saturn SL. It has an old fashioned Cigarette Lighter (the kind you push in and they heat up). Our brand new vehicle has a 12 volt adapter intended to power electronics instead of the traditional cigarette lighter. Can I use the cigarette lighter to power things (such as a seat warmer, cell phone charger) safely? The manual obviously doesn’t say anything about these because its so old.
